Dr. Linda Ventriglia-Navarrette is a Director and Research Professor at the University of California at Riverside. She has degrees from Claremont University and Harvard University. As a Ford Foundation post-doctoral fellow, she completed four years of study in linguistics and second language acquisition at Harvard University which resulted in the publication of Conversations of Miguel and Maria: How Children Learn a Second Language (Pearson1996).

She has received several million dollars in federal grants including the NPD, grants, Project Moving Forward in 2012, Project Adelante Moving Forward in 2017 and 2009 FIPSE grant Project LINGOLINK. She was appointed as a member of the California Commission on Teacher Credentialing (CTC) State Advisory Committee on English learners. This committee developed the new English as a New and World Language single subject credential.

She is the author of several English language Development curriculums including: Santillana Intensive English K-8, Opening Doors (Santillana), Ready for English (National Textbook) and English language Benchmarks (Santillana, 2004), Best Practices in Teaching Interdisciplinary Vocabulary and the RULE of 3 Early Language and Literacy program.

In 2019 the RULE of 3 program has been created in Spanish and Mandarin. The RULE of 3 Early Language and Literacy program received a Model of Excellence award and a Golden Bell Award given by the state of California for exemplary and innovative programs. The Project Moving Forward program using the RULE of 3 has been featured in the Sacramento Bee, the Press Enterprise and the CTA Educator along with a number of news radio and TV stations including ABC 7 and Univision.
